Summit County is working to develop regulations for short term rentals (STRs), which will be applicable to properties in the unincorporated areas of Summit County. The scope of this project includes establishing STR regulations that address:
  • - Permitting and fees
  • - Regulation of key neighborhood impacts (e.g., parking and trash) 
  • - Regulation of life safety issues (e.g., smoke and carbon monoxide detectors)
  • - An effective compliance-monitoring and enforcement system.

STR Process Update: Meeting materials for the November 13 Public Hearing are posted for review

Just a reminder that the Board of County Commissioners will continue their review of the draft short-term vacation rental regulations for unincorporated Summit County at a second public hearing on Tuesday, November 13 at 1:30 p.m. at the County Courthouse, located at 208 E. Lincoln Ave. in Breckenridge. At the November 13 meeting, the BOCC will continue reviewing the draft regulations, consider additional public comments, and, if appropriate, make a decision regarding the adoption of the proposed regulations. This meeting will include a public hearing, during which members of the public are invited to provide comment.

 

The November 13 meeting materials are available for review on the County website at: http://co-summitcounty2.civicplus.com/AgendaCenter/ViewFile/Agenda/_11132018-912.  The STR materials begin on page 154. 

 

The draft regulations (Attachment 1) have been updated to incorporate several revisions recommended by the public and Countywide Planning Commission (CWPC), based on direction provided by the BOCC at the October 23 meeting.

 

The staff report discusses key issues that the BOCC directed County staff to further investigate in response to community concerns, such as occupancy provisions and the potential for a more streamlined permitting process for resort and multifamily properties already managed by HOAs or property management companies.  Options for additional revisions to the regulations, which are described in the staff report, have not yet been incorporated into the draft regulations.  These changes may be made if supported by the BOCC at the November 13 hearing.

STR Process Update: 2nd County Commissioners’ Public Hearing on November 13

Thank you to everyone who attended the County Commissioners’ public hearing on October 23 and/or submitted comments on the draft short-term vacation rental regulations for unincorporated Summit County.  We appreciate your continued involvement in this process and the input you have provided for County staff and decision makers’ consideration.  The October 23 meeting materials can be found on the County website at www.summitcountyco.gov/STR

 

In response to the input received, the County Commissioners’ have tasked County staff with revising the draft regulations to incorporate the Countywide Planning Commission’s recommended changes, and to evaluate options to address key areas of community concern such as occupancy provisions, and the potential for a more streamlined permitting process for resort and multifamily properties that are already being managed by HOAs or property management companies. 

 

The County Commissioners’ review of the draft STR regulations has been continued to a second public hearing, which will take place at 1:30 p.m. on Tuesday, November 13,  2018 at the County Courthouse, 208 East Lincoln Ave. in Breckenridge.  At the November 13 meeting, the County Commissioners will continue their review of the draft STR regulations and hear additional public testimony.

STR Process Update: Meeting materials for the October 23 County Commissioners’ Public Hearing

Just a reminder that the Board of County Commissioners will review the draft short-term vacation rental regulations for unincorporated Summit County at a public hearing on Tuesday, October 23 at 1:30 p.m. at the Frisco Adventure Park Day Lodge, located at 616 Recreation Way in Frisco. Please note the change to the BOCC’s regular meeting location due to early voting at the County Courthouse. At the October 23 meeting, the BOCC will review the draft STR regulations and the suggested changes recommended by the Countywide Planning Commission, and hear public testimony. This meeting will include a public hearing, during which members of the public are invited to provide comment.

Please note that the current drafts of the proposed STR regulations and permit application materials (Attachments C and D) do not reflect the revisions that have been recommended by the Countywide Planning Commission, or potential revisions that could be made to address resort areas.  These potential revisions are described in detail in the staff report and will be made if they are supported by the BOCC.
